The IC Secretariat is established and operates in accordance with the Decree No 829 of the Government of Georgia dated 20 April 2015 and the Memorandum of Understanding signed between the Government of Georgia and European Bank for Reconstruction and Development (EBRD) dated 12 April 2015.

The IC Secretariat consists of a full time staff and it comprises:

  • Head of the IC Secretariat;
  • Administrative Assistant;
  • Legal Expert;
  • Business Analyst


Mariam Megvinetuhutsesi

Head of Secretariat

Mariam has more than 13 years of banking experience. Prior to joining the IC Secretariat, Mariam served as a Deputy CEO at TBC Bank and as a Principal Banker at EBRD.

Mariam holds a MSc in Finance and Investment from the University of Edinburgh.


George Jugeli

Legal expert

George has more than 10 years of experience in legal practice, research and teaching. Prior to joining the IC Secretariat, George served as Commercial Law Adviser of USAID rule of law projects.
He teaches corporate law and governance at the Free University of Tbilisi.

George holds a PhD degree in law from the University of Bremen (Germany).


Miranda Loria

Administrative Assistant

Miranda has more than 10 year experience in administration field. Prior to joining the IC Secretariat, Miranda served as a Head of Administration Unit at TOYOTA CENTER TEGETA and as a HR Manager at TEGETA MOTORS

Miranda holds a Bachelor’s degree in Foreign Languages from the Georgia Technical University.



Erekle Kokaia

Business Analyst

Erekle worked as an auditor and a financial analyst in various industries in three different countries, including US and China. Prior to IC Secretariat, Erekle worked as a consultant in three different hotels in Tbilisi, Georgia.

Erekle holds a Bachelor's degree in Finance and Accounting from Boston University.
